OEKO-TEX®  was founded in 1992 by Hohenstein Institute in Germany, which has a research history of almost 80 years in textiles, and Austrian Textile Association, which has a history of nearly 100 years. They worked together to set up the OEKO-TEX 100 standard with the aim of using laboratory tests to ensure textile products are harmless to human health and environment. Now, overseas organizations and laboratories have been spreaded in more than 40 countries and regions to conduct in-depth research on textiles from all over the world, to continuously discover substances that are harmful to human beings, plants, animals and the environment, and to update them in the standards. At the same time, OEKO-TEX® also update the standards in accordance with the relevant research and laws of the European Union, the United States and Japan. Such as included all hazardous substances listed in the European Union's REACH (Registration，Evaluation，Authorization and Restriction of Chemicals) and the U.S. Consumer Product Safety Improvement Act (CPSIA). OEKO-TEX is also in line with the initiatives of organizations such as Greenpeace, AAFA(American Apparel and Footwear Association) and ZDHC (Zero Discharge of Hazardous Chemicals). Due to the strictness of the OEKO-TEX standard, it has been used by many governments as the basis for their own textile safety laws. In year 2007, OEKO-TEX was first introduced into Shanghai, China, and SINO in year 2009, received its first Class I certification for cotton garments (for baby), and has been successful for 15 consecutive years since then. In year 2010, SINO received its first Class I certification for wool garments, and was the first company to receive a Class I certificate for wool garments in China, and has been successfully certified for 14 consecutive years.
