OEKO-TEX®  was established in 1992 by the OEKO-TEX International Association for Environmental Textiles, which was jointly founded by the German Hohenstein Institute, with over 80 years of textile research history, and the Austrian Textile Association, with nearly a century of history. Its primary mission is to test textiles for harmful substances to determine their safety for human health and the environment.

Nowadays, the association has established overseas offices and laboratories in over 40 countries and regions worldwide, conducting continuous and in-depth research on textiles from around all over the world. It identifies substances harmful to humans, animals, plants, and the environment,  releases warnings, restrictions and bans to the global textile industry and consumers.

Additionally, OEKO-TEX® updates its standards timely in accordance with relevant research and laws from the European Union, the United States, Japan, and other countries. For example, all harmful substances listed in EU's REACH (Registration, Evaluation, Authorization and Restriction of Chemicals）regulation and CPSIA (the US Consumer Product Safety Improvement Act).It also aligns with the advocacy efforts of organizations such as Greenpeace, AAFA(American Apparel and Footwear Association ) and ZDHC(Zero Discharge of Hazardous Chemicals).

Due to the stringent nature of OEKO-TEX standards, it has been adopted by numerous governments as the basis for establishing their own textile safety laws. 

In 2007, OEKO-TEX first entered Shanghai, China. In 2009, SINO obtained the Class 1 certification for cotton garments (for baby), and has successfully passed the certification for 16 consecutive years since then. In 2010, SINO received the Class 1 certification for wool garments,which is also the first one in China, and has successfully obtained the certification for 15 consecutive years.
